City Council is scheduled to receive the PARK Roanoke briefing Nov. 2, and the packet describes recommendations rather than an enacted policy.

Roanoke City Council is scheduled to receive a Nov. 2 briefing on proposed changes to PARK Roanoke parking, including removing on-street meters, making the first hour in every PARK Roanoke garage free and lowering a service-industry program rate to $10 per month.[1] [2]

The agenda lists a 15-minute “Parking Fee Compendium & Ordinance Changes—Parking Study” briefing during the 2 p.m. council session. It lists no parking ordinance or rate action among the items recommended for action.[1]

The briefing packet calls the changes an “Initial Recommendations Phase-1 Rollout” and gives an effective date of Nov. 27, 2026. It says the proposed first step would remove on-street parking meters and replace metered-sign areas with timed parking. The materials do not specify the timed-parking limits in the recommendation slide.[2]

For city-operated parking, the packet proposes a free first hour in every PARK Roanoke garage, then rates of $3 for one to two hours, $6 for two to three hours and $9 for more than three hours. It also proposes free Sunday parking in every PARK Roanoke garage and surface lot.[2]

The proposal would reduce the SIPP service-industry parking program to $10 a month in every PARK Roanoke garage and surface lot. The packet says it would remove the program’s financial threshold and new-parker requirement.[2]

The materials state that the Fee Compendium would be amended “if approved” to reflect the proposed rates. They also list administrative code changes concerning vehicle registration in gateless or ticketless facilities and monthly parking in surface lots and garages. The packet does not establish that council has approved those changes.[2]

The council briefing is scheduled for 2 p.m. Monday, Nov. 2, at City Council Chamber, 215 Church Ave. SW. The agenda says meetings are streamed through the city’s YouTube Live channel.[1]
