Plans to put workforce training in Bedford County’s historic Montvale School now have a reported target: June 2027. That date is a target for Build Smart Institute, not evidence that the facility is ready, fully funded or operating. The $1 million grant highlighted at an October 13 presentation is also not a newly awarded $1 million: Bedford County announced the USDA award in November 2025.
The new date is an implementation target
WSET reported October 13 that plans call for the building to house Build Smart Institute, with a targeted opening in June 2027. The report says the workforce-training initiative aims to prepare skilled-trades workers and could eventually expand to welding and industrial-maintenance offerings. It also says additional renovations will be needed beyond the grant-funded critical repairs. Read WSET’s report.
WSLS separately reported that Sen. Mark Warner presented a $1 million check in Montvale on October 13 and quoted Build Smart Institute President Michele Ramaker on the county’s work to secure the grant. Read the WSLS report. Those reports document the event and current plans; neither is a permit, construction award, occupancy approval or published class schedule.
The $1 million was announced in 2025
Bedford County’s November 20, 2025 release says the county was awarded a $1 million USDA Rural Community Facilities Grant and received the news from the offices of Sens. Mark Warner and Tim Kaine on November 13, 2025. The county said the grant would initially fund a new roof, with additional work needed on flooring, windows, electrical systems and other critical repairs. Read Bedford County’s original announcement.
That timing matters. A check presentation can mark attention to an award or project; it does not itself show a second award, cash disbursement, completed construction or an open training program.
What the record supports — and what it does not
The public record supports a modest but concrete checkpoint: leaders are describing a June 2027 target for a workforce-training use at the former school, and the county has previously identified a $1 million USDA grant for initial stabilization work. It does not establish an operating budget, a construction completion date, the institute’s occupancy terms, a first class schedule or the number of trainees the program will serve.
Those are the next records worth checking: USDA grant conditions and disbursements, construction awards, building and occupancy approvals, additional financing, any occupancy agreement and the first published class schedule. Until those appear, the June 2027 date should be read as a target rather than a promise met.
