Salem seeks on-call pavement-marking contractors; individual projects capped at $500,000

Salem is accepting proposals through Oct. 30 for on-call pavement-marking contractors. The RFP caps individual projects at $500,000 but does not guarantee work volume or total spending.

Salem is accepting proposals through 3 p.m. Friday, Oct. 30, for contractors to provide pavement striping and marking on an as-needed basis at city streets, parking lots, trails and other city-owned paved areas.[1][2]

The Request for Proposals, numbered 2027-015, would establish contracts with more than one qualified contractor.[1] The initial term would be one year, with up to four one-year renewals by written agreement.[1]

The documents do not authorize a defined street program or a total spending amount.[1] They say no individual project issued under the contracts may exceed $500,000, but the city makes no guarantee of a minimum or maximum amount of work and does not guarantee any purchase agreement will be issued.[1]

How individual jobs would work

For a specific project, Salem would request quotes or proposals from contractors on an as-needed basis.[1] The RFP says work would generally rotate among contractors, but the city may assign work outside that rotation based on availability, performance, pricing or its best interest.[1]

Each job would require a written purchase agreement setting out the scope, location, schedule and compensation method before work begins.[1] Time-and-materials agreements would need a not-to-exceed amount.[1]

The contractor would also submit project-status reports every two weeks, including the estimate, start and completion dates, percentage complete and other project information.[1]

What has not happened

The city has not selected contractors, set contract rates or identified specific streets for work in the documents reviewed.[1][3] The RFP says the contracts would not guarantee work volume.[1]

Salem’s bid page currently links the legal notice and the full RFP.[3] Its template field says “Open Until Contracted,” but both of those attached documents set the proposal deadline at 3 p.m. local time on Oct. 30.[2][3]

The legal notice says proposals may be delivered by hand or mail to Salem’s Purchasing Department at 114 N. Broad Street, or submitted electronically through eVA.[2] It says faxed and emailed proposals will not be accepted.[2]

The next documented checkpoint is the proposal deadline.[2] Any contract award, rates, purchase agreements and invoices would be separate records.[1]
